Fleet cards are programmed to be use only at authorized vendors. If you need to make a purchase at an unauthorized transit or parking vendor, following these steps to get reimbursed:
Attempt to make payment with your Flex mobility card so there will be a recorded transaction attempt.
If denied, pay out of pocket for the fare and keep your receipt for proof of purchase.
